RIGHT HONOURABLE,
I have the honour to enclose copies
of the correspondence as per schedule annexed, which
has taken place between H.E. Major General Anderson C.B.
General Officer Commanding and myself and which has been forwarded by him to the Army Council, I shall
be glad to receive any instructions in the matter
should you consider that any alteration in the pro-
cedure which has always obtained in this Colony is
necessary. The correspondence is I think self-explana-
tory, but I will briefly recall to your mind the
circumstances referred to and explain the origin
of the present reference.

On my return to Hongkong from leave
(November 1st, 1910) I found that a Japanese Shipping
and Coaling Company, the Mitsui Bussan Kaisha, had
approached the officer administering the Government
with a view to obtaining the lease of a very large
Marine Lot as a storage for coal. After consulting
the Commodore and H. E. the Admiral Commander in thief
I wrote fully to you in my despatch secret of December
6th,
1910, and eventually I received your telegram
of April à 20th, 1911, informing me that the Admiralty
had no objection to such a lease provided that a right
